The deadline for FREE exchange was initially December 1st, then moved to December 31st. The exchange form on Brevard County Solid Waste Management Department site today says that "You have the option for a one-time cart size exchange of 1 or both carts free of charge through December 31, 2013."
However, when I called to check on the status of a request, they informed me that because of the unexpected high volume of exchanges requested, Waste Management has fallen behind and set a new deadline for the free-of-charge exchange to the end of January, 2014. Let's wait and see.
